Start LMS delivery requirements with the way learners enter, move through, complete, and revisit a course, then compare learning platforms against that journey.

## Who enrolls and how do they get access?

A feature list cannot tell you whether staff can publish the next lesson, whether learners can resume, or whether completion means what your organization expects.

Describe whether learners self-purchase, receive a code, join through an employer, or enter after staff approval. Identify the account and payment system that grants access. If a learner changes email or leaves an organization, decide who can update enrollment without losing progress.

Write the welcome path. What should the learner see first? How do they find the next lesson? What if they cannot log in? A clear start can matter more than a dashboard full of optional features. If teams purchase seats, define the difference between an organization administrator and an individual learner.

## What is the course structure?

List the content types you expect to publish: lessons, video, downloads, quizzes, assignments, live sessions, or discussion. Decide which can be reused across courses and which require a separate record. Name the staff role that can edit each type and the review process before publication. A course library grows more safely when repeated content follows a structured model.

Specify progression rules only where they help the learning outcome. Must someone finish lesson one before lesson two? Can they retake a quiz? How is a missed live session handled? These choices affect data, support, and copy. They are not merely settings to select during installation.

## What does completion mean?

Define the evidence of completion for each course. It might mean viewing every lesson, passing an assessment, submitting work, or receiving a staff approval. State the rule before designing certificates or reporting. A certificate should reflect an approved process, not appear automatically because a plugin makes that easy.

Decide who can see progress and for what purpose. A learner may see their own status. An employer may need only a limited report. Sensitive educational or employee data adds privacy and permission questions that require organizational review. Avoid collecting progress data without a clear use and owner.

## How will the content be maintained?

Plan video hosting, captions, transcripts, file updates, broken links, accessibility, and course retirement. A course can become outdated when the underlying process changes. Name a content owner and a review trigger. Test a learner on a phone and with a keyboard, including a long lesson and a failed video load.

Ask how data can be exported if the platform changes. Keep course content and learner records recoverable under the organization’s approved policy. A polished first launch is less useful if future editors cannot correct a lesson or understand an enrollment problem.

## Which LMS delivery requirements should the scope include?

Bring one complete sample course, the enrollment types, the completion rule, the reporting audience, and the support path. Use that sample to test any proposed LMS before committing to the whole catalog.
