Shipping and tax steps turn business decisions into checkout behavior. Set those decisions first, then test the customer experience with realistic addresses and products.

## Where will you sell and fulfill orders?

The website can apply the rules you approve, but it cannot decide where you should sell, what delivery methods you can fulfill, or what tax obligations apply to the business.

List the countries, states, or smaller regions you intend to serve. Decide whether every product can ship to every region. A local pickup item, fragile product, and digital download may each need different behavior. If a destination is unavailable, state that clearly before payment rather than allowing an order your team cannot fulfill.

For physical products, define the method options a customer should see after entering an address. Flat rates, local pickup, carrier quotes, and free shipping thresholds each create different support questions. On WooCommerce, [shipping zones](https://woocommerce.com/document/setting-up-shipping-zones/) determine which methods appear for a matching address. The platform’s order of zone matching matters, so a real address test belongs in the acceptance plan.

## Who approves the tax logic?

Have the business owner and a qualified tax adviser define when taxes apply, where, and to which product types. The web team can translate approved rules into platform settings and verify example orders. It should not infer legal obligations from an ecommerce plugin default. WooCommerce’s [tax setup guide](https://woocommerce.com/document/setting-up-taxes-in-woocommerce/) explains software configuration while explicitly separating that from deciding what tax to charge.

Record whether displayed product prices include tax, when a customer sees the calculation, and how refunds should appear. A product catalog, cart, checkout, order email, and accounting export should not tell different stories about the same total. Include shipping charges in the approved tax test cases where relevant.

## What examples should the team test?

Build a small table of order scenarios. Include an address inside your primary region, an excluded region, a local pickup order, a mixed cart, a discount, and a product with a different delivery rule. Record the expected method, subtotal, shipping, tax, and final total for each. These examples are more useful than a request to “make taxes work.”

Test before accepting live payments. Review what the visitor sees when a method is unavailable and what staff see when an address needs correction. If a third-party tax or shipping service calculates values, define what happens when its API cannot respond. An unavailable rate should not silently turn into free delivery or an unexplained payment error.

## How should shipping and tax steps be maintained?

Assign an owner for region changes, new products, carrier changes, tax advice, and policy wording. Document which settings the owner can change and which require a tested deployment. A new fulfillment partner or product category can invalidate assumptions that worked at launch.

Bring your service area, product types, sample addresses, shipping options, and approved tax guidance into store planning.
