A website performance budget is an agreement about what may slow a page and why that cost is worth paying. Start with the important visitor journey.

## Which pages and moments matter most?

A budget works best before the page accumulates video, fonts, chat widgets, analytics tags, and several design effects. If a page loads quickly in an empty demo but slowly with its real hero image and scripts, the budget has missed the work.

Choose representative page types: the homepage, a service page, a product page, a long article, and a conversion page. Test them on a phone and a typical connection, not only a fast desktop. Note what must appear first and what can wait. A visitor should see the main message and action without waiting for a nonessential widget.

Use field and lab measures for different questions. Google’s [Web Vitals guidance](https://web.dev/articles/vitals/) covers loading, responsiveness, and visual stability through LCP, INP, and CLS. The metrics help identify experience problems, but they do not decide which business feature to remove. Pair them with actual task tests such as opening a form, choosing a variant, or navigating a menu.

## What consumes the allowance?

List major images and video, font families and weights, scripts, third-party embeds, and API calls. Ask what each contributes to understanding or conversion. A large uncompressed hero image may delay the message it was meant to support. A script that runs on every page may slow visitors who never use its feature.

Set budgets that a team can test for its own site. Include file weight, render timing, and interaction behavior where relevant. Do not copy a generic number without checking the current platform and audience. Reserve room for content editors to add normal material without breaking the page. A budget that works only with placeholder text is not useful.

## How do design and content affect speed?

Choose media with a clear job, an appropriate crop, and responsive sizes. Keep important text as text rather than baking it into an image. Limit font variants to those the design needs. Place optional video or external embeds where loading them later does not block the primary action.

Check content extremes. Long service names, missing images, and expanded FAQ answers should not cause layout shifts or overflow. Performance and accessibility meet at the same point: the page should remain understandable while media loads or fails. A fast page that hides its content until an animation finishes does not serve the visitor well.

## Who reviews additions to the website performance budget?

Assign someone to review new plugins, tracking tags, media, and page components against the budget. Document why a dependency is present and where it runs. Compare the current page with the baseline after significant changes. If a new feature makes the main journey worse, simplify or restrict its load before adding another optimization layer.

Use real-page results after launch to prioritize work. A single score does not identify whether images, server response, JavaScript, or layout is the bottleneck. Fix the cause that affects the visitor’s task.

## Record three important pages on mobile.

Choose three important pages and record their current experience on mobile. Inventory the heavy elements and the business reason for each.
