Start with the failure, not the appearance. Redesign when the underlying experience no longer supports your business, and choose targeted website improvements when the foundation works.

## Identify the costly friction.

A website that looks old may still have a sound structure and working lead flow. A visually polished site may hide confusing offers, inaccessible navigation, or an inquiry form that never reaches the right person. Targeted improvements fit when the foundation works and the problems are limited.

Write down the visitor task that breaks. Can a potential customer identify the right service? Can they understand what happens after contacting you? Can an existing customer find support? Test those tasks on a phone and desktop. Record the page, the exact point of hesitation, and whether the problem comes from content, structure, presentation, or functionality.

Ask your team for concrete examples. “The site needs a refresh” is a reaction. “Prospects ask whether we serve their industry because the service pages never say so” identifies work. Collect form delivery tests, page-level questions, search queries, and customer comments before choosing a project size. If you cannot name the broken task, start with a focused site review rather than a rebuild proposal.

## When do targeted website improvements make sense?

Keep the existing foundation when important pages have clear purposes, editors can update them, the platform remains supported, and core journeys work. You may need new copy, a better page sequence, improved mobile controls, faster images, or a cleaner contact path. Each can be scoped and measured separately. For example, a service page that receives relevant visits but produces confused inquiries may need a stronger explanation and qualification path, not a new content management system.

Plan a bounded improvement with an owner, a baseline, and an acceptance test. The test could ask an unfamiliar visitor to find the correct service and explain the next step. It could verify that a test inquiry reaches the designated team. If the improvement fails, you still have a clearer diagnosis and have avoided disturbing unrelated pages.

## When does a redesign earn its scope?

A redesign becomes reasonable when several connected problems cannot be fixed independently. Your offers may have changed, yet navigation and page types still describe the old business. Your content model may require copying the same details into many pages. The interface may fail across devices and interaction modes. A dated visual system can matter, but it should be tied to trust and comprehension, not taste alone.

Account for migration work. A new site may require content inventory, URL mapping, redirects, accessibility testing, form retesting, analytics verification, editor training, and a recovery plan. If the proposal budgets only visual design, it is not a complete redesign. Preserve what already answers visitor questions well, even if its presentation changes.

## Use a decision table.

List each issue in four columns: visitor impact, number of affected pages, underlying cause, and repair cost. If a repeated problem touches many page types, favor system-level work. If it affects one page or one component, test a targeted repair first. Add a fifth column for the risk of changing what already works. This keeps the choice proportional.

The most useful question is: what would remain broken if you changed only the colors and layout? If the answer includes unclear services, unreliable handoffs, and content nobody owns, the project needs more than a visual refresh.

## Size the problem before the contract.

Use the [website page inventory](https://scayverstaging.1wp.site/resources/website-decisions/website-page-inventory/) to establish the current state. If the problems point to a broader experience change, review [website redesign](https://scayverstaging.1wp.site/services/design/website-redesign/). If you still need help naming the problem, [talk to a specialist](https://scayverstaging.1wp.site/talk-to-a-specialist/) about the visitor task that is failing. The first decision is the scope of the problem, not the size of the contract.
